2008 COMPETITION OVERVIEW

The San Diego Junior Masters presented by Future Champions Golf is an international competition open to all juniors ages 18 and under. This inaugural event is open to all on a first come first serve basis. The San Diego Junior Masters is a two-round individual stroke play event. The top finishers in each division will win awards and certain finishers will receive exemptions into other events. Please see the website for more details. Play is governed by the 2008-09 USGA Rules of Golf and its Decisions and, where applicable, by the following Local Rules, Conditions, and Definitions, subject to changes or amendments by the Future Champions Golf Rules Committee. Appendix I refers to the Appendix of Local Rules and Conditions of the Competition in the 2008-09 Rules of Golf Book.

RULES AND REGULATIONS

1. Distance Measuring Device:
Players are permitted to use devices that measure distance only. Devices that are capable of gauging or measuring other conditions are not permitted.

2. Caddies: Caddies are allowed only for the 10 and Under Division.
Caddies may ride in carts. Players are required to walk.
All players 8 and under must have a caddy.

Caddy Policy: We suggest players select a parent, grandparent, other family members, or friend at least thirteen years of age as their caddie, so that both can experience the joy of competition. Allowing a caddie is a special component of our events as our commitment to encourage family interaction. Caddies must refrain from over-coaching the participant for whom they are caddying. Please review the rules below to help make the experience more enjoyable.

Important USGA Caddie Related Rules
Rule 14-2b states that in “making a stroke,” a player shall not allow his caddie to    position himself on or close to an extension of the line of play or the line of putt    behind the ball. A caddie may position himself in this manner before the player    commits to beginning his swing but must move away once the player is set to begin    his swing. Failure to do so will result in a two-stroke penalty.
• Rule 8-2b states that when a player's ball is on the putting green, the player or his    caddie may before, but not during, the stroke, point out a line for putting, but in doing    so the putting green shall not be touched. No mark shall be placed anywhere to    indicate a line for putting. Violation of this rule will result in a two-stroke penalty.
• Rule 17-3 states that the player's ball shall not strike the flagstick or attendant when    the flagstick is attended or the flagstick is in the hole, unattended, or when the ball    has been played from the putting green. Should this occur, the player is assessed a    two-stroke penalty, and the ball is played as it lies.
• Rule 8-1 states that a Caddie is one who carries or handles a player's clubs during    play and otherwise assists him in accordance with the rules. A player may only have    one caddie at any given time. A caddie may be replaced or eliminated at any time by    the player. No other person may offer advice or help to a player other
than his caddie.


Always remember that a rules violation by the caddie is the same as if the player violated the rule. A caddie must be aware of the rules and assist his player in accordance with the rules. Rules officials are in place throughout the course to help players when needed.

3. Pace of Play: Each player must play without undue delay, which is defined as taking no more than 45 seconds to play a shot. Those players who are first to play from a given area (tee, fairway, green, etc.) will have 10 extra seconds to play their shot. Caddies are asked to please refrain from over-coaching the player. It is the caddie's duty to help the player hit each shot within a reasonable period of time.
A group will be deemed to be out of position on the golf course when they are over time par. Time par is determined by each hole taking an average of 15 minutes to complete a hole and/or by staying up with the group in front. When it is determined that a group is out of position on the golf course the group will be warned and asked to speed up play. If the group continues to fall behind each member of the group will be timed. If a player takes more than the allotted time, he or she may be subject to a penalty. First offense: warning; Second offense: one stroke penalty; Subsequent offenses: disqualification. The 45-second rule is in place to assure playing without “undue delay” and to prevent over coaching and slow play.

4. Out of Bounds: Where white stakes or fence posts are used, the nearest inside points at ground level define out of bounds. When out of bounds is defined by a white line on the ground, the line itself is out of bounds. A ball coming to rest on or crossing any public road is considered out of bounds, even if it comes to rest on another part of the golf course.

5. Water Hazards: Defined by yellow lines and designated by yellow stakes. In the absence of lines, the stakes both identify and define the hazard.

6. Lateral Water Hazards: Defined by red lines and designated by red stakes. In the absence of lines, the stakes both identify and define the hazard.

7. Ball Drops: A “ball drop” is an area enclosed by a white line having the words “ball drop” printed inside it. A “ball drop” is not ground under repair. The line itself is in the “ball drop”.

8. Ground Under Repair: Enclosed white lined areas define ground under repair. The white lines are considered in ground under repair. Other areas of ground under repair, even though not so marked include:
a. French drains (trenches filled with stones or like)
b. Fire ant beds and mounds

9. Flower Beds Identified by Blue Stakes: To be treated as Ground Under Repair. Relief is mandatory.

10. Sod Seams for Lie of Ball Only: To be treated as an embedded ball through the green. All seams in a given area are deemed to be the same seam. See Appendix I, Page 98.

11. Lifting an Embedded Ball: The “Embedded Ball Rule” as written in Appendix I, page 98 is in effect “through the green.”

12. Code of Conduct: Violations of the code of conduct include: abusive language, club throwing, cheating, disrespect of volunteers or officials, abuse to the golf course or the facilities, littering, or any other conduct unbecoming of a player. First offense: warning; Second offense: disqualification. Repeated violations may lead to rejection of future entries.

13. Dress Code: Players and caddies must adhere to the following dress code: Only acceptable golf attire is permitted. Players are prohibited from wearing shoes with metal spikes, short shorts, swimwear, denim of any kind, t-shirts, or tank tops. Players or caddies not appropriately attired will not be permitted to participate.

14. Result of the Competition: When all the scores have been posted on the official scoreboard and approved by the Future Champions Golf Committee, the result of the competition is deemed to have been officially announced.

21. Carts: Players must walk the entire round of golf. Caddies may take a cart and have the club son the cart. The caddies need to keep the cart on the cart path and not take too much time.

The Future Champions Golf Rules Committee reserves the right to change the Rules & Regulations prior to the start of any event.

SPECTATORS
Are allowed on the course 50 yards from all players and no talking to players allowed. Carts can be rented for $15 at Carlton Oaks. If caught talking with players you will be asked to leave the course. Spectating is a privilege!

CANCELLATION POLICY

The Deadline to register for the 2008 San Diego Junior Masters is June 26th.
• If you cancel before the registration period ends you will get a refund minus
   a $15 cancellation fee.
• All cancellations after registration deadline of June 26th will not receive a refund,    no exceptions.

Callaway Golf Sponsored Long Drive Contest
and Crazy Putt Challenge

4pm on Monday July 7, 2008

  • The Long Drive Contest will be based on your age division and gender. The long Drive will be measured by TRACKMAN, as seen on the PGA Tour.
